Combine flour, salt, and cream of tarter in medium saucepan.

Turn heat to medium.

Add water, vegetable oil, and food coloring.

Stir constantly until dough forms. (2-3 minutes)

Dump onto wax paper.

Let cool a few minutes and then need till smooth.
